Mbarara video halls closed
Over 20 local video halls commonly known as “bibanda” in Mbarara municipality have been closed. The district Police commander, Ivan Nkwasibwe and the community liaison officer, Charles Muhereza, said the halls were a security threat because they harbour criminals.

The thugs, Nkwasibwe said, snatch luggage from passengers at Mbarara Bus Park and either hide in the halls or in the slums of Kisenyi and Kijungu.

He asked the mayor, Wilson Tumwine, to make sure that the halls remain closed. The owners of the halls, Nkwasibwe said, should seek clearance from the municipal council if they are to re-open.

Kijungu and Kisenyi residents said the areas were impassable at night because of the thugs. Muhereza said locals were condoning crime by refusing to give the Police information about the whereabouts of the criminals.
